What do you say?Like many other municipalities in the State of Wisconsin and throughout the rest of the country, the City of Clintonville is dealing with a mismatch between its budgetary needs and its available revenue.   In no other area is this as evident in the City as it is in the condition of its roads.  Both City staff and Council have received numerous justified complaints about the roads, but the City does not have the available funds or the borrowing capacity to properly maintain and improve our streets.  Between the State-imposed levy limits and expenditure restraints, the City is left with few options for generating the necessary funds for proper street maintenance and repair.

‚ÄčOver the last three decades, municipalities have begun experimenting with transportation utility fees as a way to shift that burden from the property tax roll to those who use and benefit from the transportation system.  The argument has been that the transportation system functions similarly to the municipal water or sewer systems as a public utility in that users could be charged for their use of the system by assessing properties based on the number of trips they generate.  This concept creates a much closer connection between the cost associated with constructing and maintaining the transportation facilities and the demand for them.

This survey is designed as a launching point for the discussion with the community on the City's consideration of implementing a Transportation Utility Fee.  As it is the beginning stages, this survey is limited in scope and details.  Public informational meetings will be scheduled and the public is invited to attend to learn more about this program and to provide feedback.  Anyone with questions is encouraged to contact the City Administrator, Sharon Eveland, directly at
