The opt-out program for the City’s contracted Garbage/Recycling services will be different beginning this summer.  Instead of mailing out notices to all eligible residents, residents wishing to opt-out of the service must obtain the opt-out form and submit to City Hall by 4:30pm on September 15th, 2020.  Opt-out forms will be available no later than August 1 of every year.  The form will be available for pick-up at City Hall and the library (when it reopens) and it will be available for download from the City’s website on the Refuse and Recycling Program Page under the Residents tab. 

Forms can be returned by mail, in-person (either at the Administrative Desk or the drop-box) or by email to ClintonvilleRefuseProgram@clintonvillewi.org.  We are providing proof of receipts but anyone who submits it by mail or through the drop box that wishes to have the proof of receipt must include a self-addressed stamped envelope.  Email submissions will receive an email acknowledgement and in-person submissions will receive a signed acknowledgement form.

This change will reduce the cost to operate the annual opt-out program, which is currently funded by the fees collected from those who are in the City’s program.  This process is also dictated by the City Ordinance 11.07 and city staff will adhere to that process moving forward. 

It is important to note that multi-family residential units are charged based on the number of units.  If a property owner desires to opt-out of the program for all units of a property, then an opt-out form must be submitted for each unit.  In addition, the City will be mailing notices by the end of June to the property owners of all properties listed as multi-family on the Assessor’s roll notifying the property owners that they are listed as such.  A property owner who receives this notice but feels they are not a multi-family unit must contact City Hall directly to discuss what must be done to correct the discrepancy.  Property owners who receive this notice may also contact City Hall to verify how many units the City has on file for a property.  Anyone failing to correct discrepancies by the opt-out due date of 4:30pm on September 15th, 2020 will be charged according to the records the City has on file at that time and no refunds or adjustments will be made after that point. 

As a reminder, it a violation of City Ordinance to share garbage carts.  Multi-family units are not allowed to share garbage service.  Violators of this ordinance are subject to forfeiture as provided by Council Resolution.
